Preconstruction Manager

Location: Columbia, SC (Relocation package available)

Salary : $110,000 - $140,000 per annum base + bonus/benefits package

About the Role

This is a senior-level opportunity for an experienced Preconstruction Manager / Senior Estimator who’s ready to take ownership of preconstruction. You’ll lead from the front—developing estimating processes, overseeing proposal and bid strategy, and working closely with executive leadership to shape the company’s long-term success. Key Responsibilities

• Manage all preconstruction activities from initial lead intake through project award
• Lead estimating efforts for competitive bids and negotiated projects
• Coordinate closely with business development, operations, and executive leadership
• Develop workflows, tools, and systems to streamline and standardize precon processes
• Build and mentor a high-performing preconstruction team
• Participate in proposal preparation and presentation strategies
• Ensure accuracy in cost estimating, budgeting, and risk evaluation
• Maintain a pulse on market conditions, subcontractor pricing, and industry trends

Required Experience

• 4–10 years of estimating experience in federal or government construction.
• Proven leadership experience—able to mentor and grow a team
• Strong understanding of design-build project delivery methods
• Bachelor’s or Associate’s degree in Construction Management, Engineering, Estimating, or related field preferred
• Proficiency with estimating tools such as Excel, RS Means, e4Clicks, or similar platforms
• Strong communication and organizational skills
